Does anyone know off the top of their head if 03-04 cobra fog lights are interchangeable with '99s? I think they'd look badass in my 99.

Nah, you gotta swap out your front bumper for an 03-04 bumper.
Unless, you have some body work skill, then you can go the custom route and purchase a 03-04 Fog Light bezel and have your New Edge bumper cut and molded to fit the bigger 03-04 bezel. Then you could slide the fogs right in. But that’s kinda ghetto and not really worth the work.
