Out of left field question here. Are the fender liners specific to the '03 '04 Cobra or does any 99 to '04 Mustang fenderliner work? I'm hoping to find a set in really good condition or a NOS set for my project.

They’re the same. Get OEM if you can, aftermarket are mostly garbage with poor fitment.
I recently bought some aftermarket from LMR and they were actually pretty nice. Not as thick as the OEM, but a smoother shiny finish. Fitment was good too.
I also run cheap aftermarket liners. Being wire tucked and shaved engine bay, I have a lot of stuff hidden in the fenders. The aftermarket liners can be molded with a heat gun and trimmed to clear stuff. Like above, they are shiny and smooth, not textured like stock.
I have 1 stock one in storage, the other got burned thru from tire rubbing. If you are dead set on OEM, get a used set from a junkyard. Any trim mustang will work.

I bought a set of aftermarket ones a while back to have as a back up option but I am about to dig in and hunt for a set of OEM NOS ones or a really good set of junkyard ones.
