Why do people have to drill the front bumpers? I hate that.

I am the original owner of my TR 04 cobra. I was finalizing the paperwork on my purchase, when I saw one of the dealership stooges walking towards my car with a drill/driver, tag and front holder. I almost $#it myself running out there to stop him. If you live in a state where front plates are mandatory, it can be hard to get off the lot without those freaking holes.
