fans on a heat exchanger

is there a value to having the fans on an upgraded heat exchanger if there is never any track use?

my car will not likely ever see the track but it does get some time on the highway. Like everyone else I am planning on making more power and im trying to do as much research as possible before i spend any more.

so - if there isn't a situation where i will be sitting and getting hot what benefits are the fans?
