Does the fact they sent me a correction notice cuz the highway patrol officer messed up on the original ticket change anything? He messed up on what time it was....

Just supports what LEO's here have stated many times. Minor errors can be corrected either by the issuing officer or by the court.
Clerical errors are just Clerical errors.
