This year my truck required a smog check and since I have hi flow cats it does not pass. Started worndering what states don't require emissions testing? Maybe I can just register the truck in another state? I don't want to be buying smog test.

Just register the truck in a county that doesn't require smog tests.....not every county in CA calls for a smog test (all of them do ask for a smog check when titles are transferred regardless of registration). You can find this info on CARB's website.
Is it not passing the sniffer or the visual test? If it's the visual, I'd take it somewhere else where they might not nitpick your mods as closely.
