So i removed the e brake cable on the left side to do some suspension work. then it started raining so we put the stock parts back on and the emergency brake cable wasnt "stretching" to get over the loop. anyone know how to but it back on?

Should be able to loosen/tighten it at the ebrake handle. I haven't had to do it on this car yet so I couldn't tell you exactly how.
I ran into this same problem when doing my LCA's. I pulled the ebrake and released it and doing that I was able to get the stretch I needed to reach the loop. I also had my son there for an extra set of hands.
