EGR Question ?

I've been get P0300 multiple cylinder misfire. I've smoke tested for vacuum leak, changed plugs, data logged Tune, checked compression and finally put every thing back stock.
I've been wondering if maybe the EGR was sticking so I data logged it tonight. I warmed the car up but never drove due to rain. I logged at idle and slow rev and finally WOT. I logged actual and determined on the EGR log. The actual was pretty much flat line 90 percent of the time with only movement a couple times over the log and the determined was all over the place through out the log. Is the actual suppose to follow the determined?

I would personally call VMP and tell them whats going on. I know the EGR valve should basically be closed at idle and should only open under normal driving or light acceleration.
