E-cam and smog

Ok, I am still struggling to pass smog in Cali. I pass the 2500 rpm test but not at idle. I am goiig to buy new cats and see if that doesn't get me in but as I understand it, the Ford E-303 cam is completely smog legal correct? Can anyone who's had to pass smog in Cali with an E-cam confirm?

I think that when I had my ecam in my 93', I had to put a piece of cardboard in front of the radiator and get the car very hot. I just pulled over before the place put the cardboard in let it get pretty hot, then pulled it out and went for the test.
