alright so i bought the wheels super cheap but they are really dirty and it just not wash off that easily please tell me how to clean them and what i need to do

Absolutely! Really a time saver for wheels like that.
When finished, hit them with a coat of WheelWax or something similar to keep them from fuzzing back up so fast.
