Do I need to drain engine oil to remove the filter only?

Quick question, as the title says, if I need to remove the oil filter, do I need to drain all the oil from the engine?

I would have said yes, but my friend doesn't have to on his V6 Chevy Blazer.

Thanks, that is good to know.

I have to tighten the oil filter plug because it started to leak water around the oil filter. To not have to drain the oil to remove the filter is a good thing.
