01-02 are the same style rims, the 03-04 are different style...but to answer your quesion YES they will fit...all 99-04 svt lightning rims fit each other

you are partially wrong, 99 wheels are not reverse compatable without enlarging th lug holes. 99 lightning's has 12mm studs and the wheels matched. but you can use 00-04 wheels back through all years with the correct lug nuts of course.

This is correct.

F150's made before 8/2/99 used 12mm lugs, and F150's made after 8/2/99 used 14mm lugs. I guess even though they have the same wheel design the 99 and 00 wheels won't interchange?

To run 00-04 factory Ford wheels you will need to upgrade to 14mm lugs.

I don't think that is correct. The studs changed but I don't think the hole size changed. The only people I've heard of drilling wheels are the gen.1 guys who run gen.2 wheels and they have to drill all year models.
