clutch on blower?

I have seen a few people mention that it looked like there may be a clutch on the blower snout, anyone have an opnion on this? I know mercedez uses electro clutchs on some of there s.c cars and Im sure it would help emmissions and fuel ecomony have the blower disengaged under part throttle and i guess it could also be used to limit blower speed and make pulley swaps (upper and lower) useless
