Just got a 2013 5.0 auto and am going to get ether a KB or a turbo kit I had a T-type a long time ago and my vacuum line to my wast gate came off and my eng went by by so I am leaning more to the KB any way I was wondering if they make a clutch disconnect like the one on the blower in the move mad max my thinking is I could wire it up in such a way to let me turn down the timing and lower the fuel flow with a push of the lever and or switch for my 40 min commute for better mpg.

Stay out of boost and your mpg won't drop much if at all. And retarding the timing reduces mpg. A good tuner should be able to set you up.
