.CEF file type question (dyno tune)

My tuner sent me the custom dyno tune via email for my xcal 3. Is there anyway to make changes on my computer to the .CEF file that the tuner sent me? I need to change my gear ratio and cooling fan speeds. He told me I could do it myself, but not sure how.

You will need a program called Live Link I believe. I know for Xcal 2's that's how it is. You get it from sctflash.com. That is the program used to do datalogs and make adjustments to tune by selecting/deselecting items in boxes. One of those items should be the gear ratio for example.
Once you make the changes you use LiveLoad, another program from SCTflash.com, to load the tune from your laptop onto the tuning device via a USB printer cord.
I don't know with the new Xcal 3's display, if you can do functions like that right with the tuning device. I've only used the Xcal 2.
I know with the Xcal 2, you need a printer cord to run between the laptop and the tuning device
