Car electrical ?

I'm having some bulb issues with a car I just bought. The headlights and turn signals work fine, but the corner lights don't. When you first turn them on, they take like 10-15 seconds to start lighting up, and even then it takes a few seconds to fully light. Once they have come on, you can turn them on and off with no problems. If you let them sit for a few minutes, the process starts over. Any thoughts?

Sounds like corrosion in the wires inside the insulation try peeling back some of the insulation and see if you can see any white dry foamy looking powder on the wires if yes then you may have to replace them.

its a '95 Impala SS from N. Carolina. Has spent all of its previous time in Japan. I can tell its had some electrical work done for whatever reason, because it has splices in around the lights. I don't know what they were for.
