Can this be fixed black car

Dont really know if it can be buffed out or if I just need it resprayed. Let me know what to if it can be fixed without respray. I have tried clay bar mother rubbing compound by hand.

Not sure if that is just oxidization or straight clear coat failure. My guess is going to be #2.

If you know someone that has a DA polisher get them to try a small test spot to see if it makes a difference, otherwise it looks to me like it was washed with steel wool and needs a respray.

not really sure. just started getting like this over time. i sold it to a family member a few years back and i bought it back a month or so ago and it was like this. i dont think he washed the car the entire time he had it. The paint on the entire car needs fixed. not ready to drop a few grand on a paint job.
