Spark plug non foulers still will not turn off COT. That still can only be done in a tune. Again do it right or don't do it at all.

Where can you get it done at or can you do it yourself even if you have no experience tuning?

Based on the questions you're asking, YOU shouldn't mess with the tune.
No " reputable " shop will turn off your 02's in the tune..
