California Emissions?

I'm looking at a 2011 Roush but it has California Emissions. Can anyone provide me more info on what is added/changed with the system? Can this be tuned out or just tuned in general? Am I looking at any decrease in power?

I asked a while back and no one knew. I'd say about 1/2 the cars I looked at had California emissions in Tennessee, Georgia and North Carolina. The one I bought from NC had it on the window sticker, its a zero cost option so it cant be much.
