My Traction control mystery

My TC will come on after I turn it completely off when normal driving.
My TC will come on after I put it in sport mode when normal driving.
Driving along freeway speed in a straight line.
Or just driving on the Street it will even turn on while it's on it will flash.

The code I'm getting is C1B00

I looked up the C1B00 code and it appears to be a code associated with the (EPAS) Electronic Power Assist Steering system. From what I could find, it generally required the replacement of the steering rack.

What ever method they use, speed sensor and or tone rings, if defective can make the ECU think a wheel is spinning or sliding. Just a generic diagnosis.

Issue was 15.4 volts of commanded voltage, I have a boost a pump along with the increased voltage.
Since lowering the voltage the advance trac and EPAS have not thrown any codes. The advance trac is staying off when turned off.
