Bypass valve possible problem

Is there a test to determine if the sc bypass valve is working correctly? My log shows boost is down about 3-4 pounds from just after WOT all the way up to max rpm.

Have you played around with the vacuum hoses leading to the bypass valve? Is it possible you blocked the port that needs to be vented to ATM or to CAI?

Don't see anything wrong visually. Not sure what or how to check. What is ATM?
