Buying used handheld

Does it have to be unlocked? How do I check this?
Buying from someone who traded in car and kept tuner

It should say in the menu if its locked or married, I know sct is $150 to unlock it.

Can the lock/unlock be viewed with just the power to the handheld and not connected to the car? It's been a while since I had a SCT handheld so forgive the stupid question, but can the unit be powered on without being connected to a car or a computer to view the previous question?
