Wow, unbelievable. How about an adoption Law? When the future mother goes in for her first physical just give her a piss test and if she tests positive for narcotics then she goes to jail for man slaughter/attempted murder (that way the chances of her being clean throughout the pregnancy is greater while in jail), and she serves a sentence that lasts through birth. Then by law has to give up the baby to a couple that WANTS a baby. And for the dead beats that do not go to the doctors while they are pregnant, after brithing the child at the e.r. every mother should take a piss test and if failed they are forced to give the baby up and serve time. Any thoughts on the idea?
