Boost Bypass Solenoid

How do I tell if my Boost Bypass Solenoid is going out. Current mods are in my sig but I'm only seeing 10lbs of boost. It should be more like 14-15lbs. It jumps to 10lbs as soon as I romp on it and stays there. If not the solenoid then what could it be?

If the bypass valve is opened, you have 0 lbs. of boost, so I know that ain't it. I'm not sure what would cause that though, that's odd.
