Blue White Smoke??

Two Shops now have convinced me its a stuck Valve Guide...

The braking issue and idle issue could be vaccuum related maybe.

The smoking issue: does it happen under load or decel?

Blue tint to the smoke is an indicator of burning oil.

Just how rich was your car during brake in?

It smokes after decel when the car is just idling at a stop.. Then when you take off it will puff a little and then pan out as soon as i get up to speed...

Im just going to take it to hpp to have them run everything and make sure everything is ok..

TOP ARE .020-.023
SECOND ARE.016-.018

That sounds like a bad guide. I have a similar problem. Pulling the heads is the only way to be sure but most shops won't bother as they think its no big deal.
