What exactly does it do?

releases built up pressure whenever the throttle body is closed. so that it doesn't back up and reverse you're impeller

The stock ATI BOV is junk. Nothing more than a glorified heater valve. I would upgrade to the Vortech or similar BOV.

also very true but and yea i would upgrade just as soon as possible.
