One of my girl friends was pulled over about 2 months ago. I guess she received a $190 fine for going through a closed road and speeding, and had 3 points taken off her license. I was just wondering if the officers would think that a judge would let her plea bargain and get off by just doing community service hours (like 50 or so) not to pay off the fine but so she wouldn't lose her points.

Probably not. It seems she had intent and was caught red handed. That being said, I would still encourage her to take it to court and see what options the judge might offer. That is if she has a good explanation and can make a cogent presentation.
