Belt tensioner hard to move...?

I am in the process of installing my VMP pulley and it seems I am applying excessive force and the belt tensioner is not moving. Is it supposed to be this hard to move? I have the coolant tank out of the way, so I have good access. i even tried a 1/2 ratchet with 3/8' adapter! It seems stuck, does this make sense?

Down. Towards driver side with ratchet at 3:00 position.

Afraid i am going to break something. I can't even seem to move it with a breaker bar. Thinking of loosening the mounting bolt, is that a bad idea. What to re-torque it to?

I think it was hung up in some way and after some wiggling it started moving.

Ok, all done (Pulley, idler and TR6s). Went for a test drive and when I pulled back into the garage I smelled a waft of something burning, then I realized oh, NVM, it's rubber! Holy carp, why didn't I do this sooner? thank goodness my DRs are on the way!
