I've heard they help with wheel hop, and noise caused by vibration. I pulled them off and threw them away when I did my relo brackets and LCS's and have had no problems at all.
They are for NVH. There is an old TSB re: rear end noise. The fix is to install these if the car didn't come with them. All three of my Mustangs since 2006 have had them and in each case removing them did not introduce any unwanted noise. I should qualify that. My 2009 Shelby had Griggs suspension. That in itself added so much NVH that no amount of dampening weights would have made a difference.
