ATI damper holes not lining up with pulley ring?

Purchased a used balancer from a member here earlier this year. Just got around to trying to install it and noticed the bolt holes don't line up to get the pulley ring and counter sunk holes to line up to get the bolts in? Am I missing something? Searched online and couldn't seem to find any instructions or how to line the holes up. The center hub doesn't seem to want to move. Any help or advice? Thanks!

Is there a possibility that the holes are not evenly spaced and the pulley needs to be rotated in order to line up the holes?

I'll to get a pic up of what I'm talking about. The counter sunk bolts were removed from the damper and it's as if the inertia weight and hub are shifted inside the outer shell. It's not that the pulley won't line up with the outer holes, it's as if the hub is twisted inside the damper shell not allowing any bolts to thread in.
