I bought a 2013 Boss and it had a Whiteline Upper Arm and Bracket on the back..... is this how the mount bolt should be?

Yup. That's how that bolt should look and be happy you have the newer revised version. Whiteline had a couple catastrophic failures before they revised it, making it much stronger than before.

Thanks guys.....I just wanted to make sure I didn't have a bolt about to fall out, and now I am even happier to know it is the better revised version

It sticks out because it's an eccentric crush tube, so you adjust pinion by loosening that lock nut and cranking on the bold that is sticking out.
