This sounds like complete BS to me. "The heat molecules"??? Save your money!
maybe so. can't argue with success.
Someone did post about the electric charge cooler on another forum. He said it took a long time (he didn't say how long) for it to chill the intercooler fluid.
Then someone posted about this one

Since the decolab one is an extension of your air conditioner "freon" it will cool much faster. And this is the same technology that was going to be used on the next generation Lightning. You can leave this thing running while your just cruising and it will keep you intercooler fluid at a constant really cold temperature. Then when you hit the gas the air conditioning compressor automatically shuts off and the residual cold fluid and freon will keep your intercooler temps down for about thirty seconds, and when was the last time you were wide open for more than thirty seconds? Yes it's expensive, but if you get one of these you really don't need a bigger heat exchanger. In fact, in really hot weather the heat exchanger will HEAT your chilled fluid.
