I highly recommend the Iwata Neo as a good first time gun. It's an easy to use dual action gun that is jack of all trades. Paints really are preference based but I use a mix of Tamiya and Vallejo acrylic paints with a 60% thinner to 40% paint ratio.... doesnt have to be exact but you can feel it out. Use a good quality air brush thinner such as tamiya, Mr. Color or what ever you find at Michaels. To clean it between sprays run the hard the hard core Rust-Oleum thinner you can buy in the one gallon tin from the hard wear or auto store through it. Maintenance is easy as unscrewing the needle, cup and front cap off and cleaning them nicely.
