Dealers do this kind of thing on E-bay all the time. They put a cancel anytime clause in the bid rules so they can cancel the auction even after it is over without having to pay anything to E-bay. If they put in a reserve they would have to pay an up front fee. And can you imagine a car dealer paying anyone anything?
