If you have info on a traffic warrant, yea probably not going to rush right out and pick that up. But if you have info on the where abouts for a criminal warrant it may be followed up. Anonymous remains that way if it is reported correctly... aka if you call 911 from your cell phone they will have your number. However, if you call from a public phone aka a pay phone, to the actual police department that will be involved then yes, you can remain anonymous if you so please.

It may not remain anonymous if you provide information that is later necessary to prosecute, but if is just a warrant you should be fine.

If the warrant is local then we'll go pick anybody up, regardless of type. (traffic warrant, etc)

If you're just calling in a guy that might have a warrant then just call em and say you wish to remain anonymous. It's not going to be an issue later.

You are confusing anonymous with confidential. Anonymous tips are where the tipster gives no personal information so there is nothing to release. Confidential is where the tipster gives info along with name and personal information. Confidential is usually when a person wants to remain anonymous but collect a reward. There is no guarantee that confidential stays that way. Anonymous stays that way because the authorities never have your info.
