Rim Width Range -->the range of the narrowest tire to the widest tire that can be mounted on a rim without safety issues.
Meas.Rim Width -->a rim's width which is originally designed by a tire maker for a tire to best be fitted with.
Sect.Width -->actual width of the tire after mounting on different rims..

For example: a 275/40/17 BFG
Rim Width Range:9-11"
Meas.Rim width:9.5"
Sect. Width:10.9"
This means this particular tire is good for rims from 9" to 11", it best fits on a 9.5" rim, and is 10.9" wide if mounted on a 9" rim, right? Just wasn't sure about this.. so... thanks guys..

I think Meas. Rim Width only refers to the rim width used to obtain the posted measurements (section width, diameter, tread width). I don't think it implies that it is necessarily the optimum rim width for the tire.
