Alarm going off by itself and no high beams. fuse or something else?

i have been having a couple of problems, with the alarm going off by itself, and i no high beams. head lights and fog lights work but no high beams. when i try flashing them the head lights turn off, and if i have the fog lights on they turn off as well. i was going over the fuses, in the manual, and i noticed that the alarm system shares the same fuse as the head light's 'flash to pass'. i thought i would ask to see if anyone else has had this problem, and the results.

i checked the fuse and it's fine. the fuse in question - fuse location: 16, amps: 20

the car is a 1998 mustang cobra.

I'd try checking with a VOM or swapping in a known good fuse. Sometimes visually isn't always reliable.

I have a problem with mine going off on its own only when it is set. I've read this can be caused by bad switches and the dealer can scan for alarm faults. I just haven't got around to doing it yet.

Beyond that I don't have much else. To help.
