88 gt wiper and horn problem

ok ive had this car for a few weeks now it is a pretty solid car no rust was pretty stock all it had was exhaust and short shifter i put a cai on even still had the silencer in fender . anyway the wipers dont seem to work but the washer, signals, switch high to low beams all do work though . so im trying to figure out if its the switch or the motor. i have already changed the relay since it was cheap. is there a good way to check motor or switch to see if it is working? also the horn didnt work so i popped of the cover and there are 2 wires but they were not attached. it looks like maybe there should have been a third wire but not sure. i wonder if the column had been off before for some reason and some things just were not put back the right way idk. any ideas thoughts? thanks for any info

Probably the motor. They are known to fail, there is even a TSB on it. Quickest way to check though is to probe the harness on the motor and check for power when the wipers are switched on.
