Finally got engine broke in. Made a couple hits kept blowing hoses off. Finally got everything good to go and I get on it and the trans won't shift past 3rd and starts out in 3rd. Several codes are being thrown tcc codes and all shift solenoid codes

Check your battery.
That was it!
Somebody please explain why a bad battery can keep the trans locked in third gear....
Two reasons dead battery can cause issues with shifting etc... :
#1 TCM adaptive learning memory is cleared
#2 TCM doesn't get enough juice/clean enough signal it can place the car in limp mode ( see DTC P0882 )
Either one will cause weird shifting, car holding gear for a million years etc...
Thats my understanding anyway. Hence my recommendation to check his battery.
