From what I can tell the Roush bumper is the same as the stock one with different grilles and fog lights....

Isn't the lower section of the bumper different too? Black plastic with lower fog lights maybe?

yep its a stock bumper with the area of the fogs cut out and replaced with the black plastic and bigger fog lights. just uses up the area where the CS fogs and the small black part under that and is covered by the black part from roush.

at least thats what it looks like to me...

Yep, they cut out the spear that goes over the fog light cutouts, and put their black piece in the hole.
