He would never hit 118-119mph with very little mods. Would be lucky to hit 114mph. Def not a 11 second car as it sits IMO.

Not necessarily. I went 12.21 @ 116+ with a 1.8 60ft on the same day with my INVO street tires and only real mod is the Procal tune. With a set of tires, I could have gone 11's that day.

Edit: I was also shifting into 5th as well. His car could be close by cutting down his 60', turning off advance trac, and shifting higher with his tune.
