What are the differences between the 2011-12 5.4 aluminum block and the 2013-14 5.8 aluminum block besides the obvious displacement difference?
Does the 2011-12 have traditional cylinder liners?

No, starting in 2011, all aluminum engine blocks feature the Plasma transfer wire arc "spray on" liner.

You have a few cooling passage differences and oil cooling jets in the 5.8L that the 5.4 doesn't. The 5.8L block has an additional water passage under the cylinder deck to cool between the adjoining cylinders at the cylinder deck this was done to cool the MLS head gasket as it is narrower in this area and Ford felt that with the increased Hp and smaller head gasket that without the additional cooling the head gasket would fail endurance tests. There is also an additional water cooling passage that comes up into the 5.8L cylinder heads to cool between the exhaust valve seats, again something Ford thought needed additional cooling to keep the exhaust valves from failing during endurance testing. There is also an additional oil cooling jets with pressure regulated nozzles installed in the main bearing journal webs to spray oil under the piston crowns to cool the pistons. All these cooling upgrades were done for endurance purposes of these engines at full song

If you bought one of these blocks used, with the plasma transfer wire arc technology, can they be rebuilt or must they be sleeved in order to be rebuilt

From what I understand, it is very costly to build a true 5.8 block (assuming current one bought is damaged). Most reasonable budget guys with 5.8's that trash their blocks just pick up an iron 5.4 because of the much much cheaper cost and build it. I believe one guy on here, Kaden, did that.
