Am I able to remove my sway bar without dropping the IRS? From the looks of it, I think the answer is no. My sway bar is bent and it needs replacing.

Nope.
I would drop the fuel tank. It's not that hard even if you've never done it before. I dropped my nearly full fuel tank recently to install a focus pump and while it was down I installed the Prothane poly sway bar bushings that were in a box of parts that came with the car. With the fuel tank down and out of the way there is plenty of room to get to the sway bar.
