12 volt center console outlet

Is it a a smart outlet that only works with the key being used or is it always hot? And what about the one on the dashboard, my car is in storage and I want to use a cigarette lighter to hook up to the battery tender if feasible. My car is 2013 premium if that makes a difference. I used the search feature and came across conflicting info.
