03 no heat and no a/c

Thanks for any input, here's what's going on.....

03 that has no heat and a/c I not working.

Car does not overheat, car does not leak, air comes out of the vents and will redirect (defrost, footwell), I just tried burping and there's no air pockets.....

What am I missing?

My first thought would be something with the controls from the panel. They might not be hooked up. I don't know what's controlled by cables and what's controlled by vacuum. Has it ever worked?
