The seller has responded and says this s/s rim is steel and that they would edit the auction.

Pure guess. Maybe Ford thought they'd all be removed and tossed away? I assume the aluminum is more expensive to make vs. the steel?

I just checked: My '94 has an aluminum wheel and the '95 has a steel one. You learn something every day around here.
