After i come to a stop the idle will stay at 1000 for a second but soonafter drops to about 7500 rpm in neutral. this results in a rough idle and it feels like the car is misfiring. i don't see any adjustable bolts on the throttle cable so how do I raise it to stay in the 9000-8500 prm range?

what recall is this and will i have to pay the dealership if i bring it in for servicing?
