Yep, there is definitely power to everything (including interior electronics) when the symptoms occur. And, when I attempted to start the car for the first time the other day, the fuel system definitely primed but when I turned the key the car did not turn over for a good 5 seconds or so...

That's a really good question. It happens so infrequently that it catches me off guard and I don't recall if the fuel system primes or not. I will make sure I'm absolutely paying attention to that every time I start the car from this point forward. The battery has not been tested at all...
