What is the "rule of thumb" for citing a driver for failing to meet a states vehicle requirements when the driver and vehicle are licensed in another state?
That's why I said state requirements.Depends on the state and the requirements you are speaking of. Some requirements are federal safety regulations and others are state specific.

Some states may be different then others so I'm not sure I can give you a definitive answer. For example the tint law is different in NJ then where I work in PA. An officer in PA may stop someone for the tint under probable cause but may not cite the person as the vehicle meets NJ standards. Now...I can't tell you what Maryland or New York or some other state would do...that's what I was getting at.That's why I said state requirements.
