I don't think this simple question has been answer.

Scernario (sp?)
Your buddy needs your car.
Buddy borrows car.
Buddy runs red light in your car.
You get the ticker.

Now how would you prove this??

Pretty soon, everyone will need to document everything they do. If you piss in the morning, if you shit standing up, and then the governement is gonna come in and say you can't wipe your own ass standing up. Where is it gonna stop???????

I don't see enough plus's in the camera's at the light, for all the 'headaches' they cause.

I don't see how the camera states are getting around the arrest issue. In Okla the misdemeanor must be committed in the officer's presence. Thus, if he/she didn't see it, they can't write it. Personally, I think its a bad idea for enforcement, but if used as an educational tool, like see what you did, please be careful, it would be okay. Besides with the technology available, who knows what was actually captured on the tape. After Forrest Gump, ya can't believe everything you seee on tape.
